Ref:

Description:
Osborne Richardson are in a truly fortunate position in that we work with some of the most positive and well run Councils within Australia. One such Council, located in a perfect location approximately 3 hours inland from Brisbane, has asked for our assistance with what is a sensational opportunity.

On offer, is the role of Environment and Planning Manager on a 6 month contract. In this role, you will have full autonomy over the success of both the Environment, Compliance and Development programs of the Council. With this being an already successful, positively cultured and firmly rooted team, you will be coming on board to add value and not fight the fires that we all know can waste so much of the good energy which could be used elsewhere.

As a key leader in the Council, you will use your position to provide leadership and direction to the Environment and Planning branch and to promote and deliver high quality outcomes to the community and to contribute to corporate governance and strategic planning of Council. In particular, your key duties and responsibilities may include, but are not limited to:

• Managing all aspects of the operational performance of the branch, including the day-to-day management and lead the strategic direction of the various functions, in conjunction with the relevant Coordinators and team members of the Environment and Planning branch.
• Directing and leading the establishment and application of initiatives, frameworks and resources to enable and promote the environment and waste services of the region in accordance with legislative requirements, corporate targets, community standards and industry trends.
• Provision of high level advice and expertise to internal and external stakeholders and customers, including the Chief Executive Officer, Council and Leadership and Management teams.
• Ensuring compliance by internal and external parties with corporate Policies, Procedures and Standards, including for the activities of records management, human resources management, workplace health and safety, information technology, and finance.
• Preparation and presentation of high quality written and verbal communications in a variety of forums, including Council meetings, internal and external meetings, community meetings and events.
• Preparation and active monitoring of the budget for the Environment and Planning branch, including providing timely reports on variations to the General Manager, Chief Executive Officer and Council.

We love this client. They really are one of our favourites, right across Australia, largely due to the way in which they operate and communicate with all their stakeholders. We, therefore, always go the extra mile to ensure they are provided with the best candidates in the market. The great thing about this role is that they are offering both the opportunity for an experienced leader to step into this role, but also a rarely seen chance for an up-and-coming leader to take a huge step in their career.

Now, in order to take that step, we do ask you to review the following key success criteria for this role:

1. Tertiary qualifications in a relevant discipline (e.g., Environmental Health, Environment, Urban and Regional Planning or Business Management).
2. High level of leadership and strategic management experience in multi-discipline medium-sized organisations in the areas of planning and land management services, local laws, environmental services or waste management.
3. Substantial knowledge of the goals, organisational principles and legislation underlying the strategic direction and activities of Local Government and associated land management services, local laws,
environmental and waste services.
4. High level of effective written and verbal communication, consultation and negotiation skills, with the demonstrated ability to represent Council at senior levels and to establish and sustain mutually productive partnerships with both internal and external stakeholders.
5. Demonstrated ability to foster and lead a large team within a dynamic environment in working proactively, achieving operational targets, enhancing strategic performance and efficiently using resources.
