Lead Business Analyst (Band 7) - Local Government

Salary: Negotiable Location: Ref: SC/O25
Description: Osborne Richardson are proud to be working with this reputable Local Council close to the heart of Melbourne. We are currently searching for any Lead Business Analysts or Business Systems Analysts to take part in an ever growing team. This is initially a 3 month contract role with the possibility of extension.

Position Objective:
This role is to provide analytical assistance and process governance with the aim of improving the effectiveness and efficiency of Council operations. The primary focus is Information Technology-related projects, involving any area of Council, but the scope may sometimes not be limited to the IT function.


Key Responsibilities:
• Partner with Business Areas to develop business requirements, research solutions, manage procurement processes and ultimately implement changes to business processes and Applications.
• Configure changes to Applications to support user requirements
• Provide advice to management and users by consulting with them on process limitations and opportunities for improvement.
• Assist with the development of test scripts for new application system functionality and/or business process changes.
• Consult with Management and users to determine the needs of the systems.
• Overseeing implementation, coordinating tests and observing initiation of the system to validate performance.
• Assist Management with change management activities

Continuous Improvement
• Implement and maintain Continuous Improvement System standards and procedures.

Environmental Sustainability
• Incorporate Council’s environmental sustainability objectives and targets into projects and programs.
• Promote and participate in a culture of environmental sustainability.

Occupational Health & Safety
• Implement and maintain health and safety standards and procedures according to legislation and consistent with MoreSafe.
• Demonstrate effective leadership on OHS matters

Diversity & Equity
• Undertake all duties with an awareness of and sensitivity to diversity and equity in accordance with Council policy.

Records Management
• Ensure that complete and accurate records relating to business activities are maintained and stored in Council’s electronic records management system (including correspondence, reports, emails) in accordance with Council policy.

Other duties
• Required to undertake other duties as directed.
• Provide assistance with application support as needed to users and members of the IT Branch via the IT Helpdesk system.

• Contribute to the effective implementation of the Moreland Continuous Improvement system in the work area and achievement of quality outcomes.

• Contribute to the achievement of a safe and healthy environment by working in accordance with Council’s OHS Policy and Procedures.

Judgement & Decision Making:
• Providing comprehensive direction and advice to individual units.
• Objective analysis and recommendations to the Applications and Databases Coordinator.
• Manage User expectations
• Ensure all requirements are clearly documented and understood by all parties.
• Govern and coordinate all analysis meetings required to develop requirements.
• Manage the user acceptance testing of system changes and reports with management and users.

Required Skills & Knowledge:
• Proven business analysis experience.
• Proven understanding of Security and Privacy considerations when considering Software as a Service
• Understanding of information systems and their application within a complex organisation.
• Solid understanding of Integration technologies
• Solid understanding of the software development lifecycle.
• Proven ability to undertake consultation and work collaboratively with management and users.
• Ability to understand the financial requirements of the business.
• Excellent problem solving and analytical skills.

Qualifications & Experience:
• A tertiary qualification in one or more of the following disciplines – business management, information systems, finance, business analysis is highly desirable
• Experience with Agile project methodologies, including Jira and online project tools.
• Several years experience in performing business analysis
• Understanding of local government operations and processes
• Proven track record in managing change projects
