Candidates in this space are notoriously hard to find - and keep hold of! Osborne Richardson’s Local Laws, Animal Management, Parking and Compliance team sits within our broader Environmental Health & Compliance division, ensuring every placement is supported by strong regulatory knowledge and local government experience.
We work exclusively with local councils, supplying high-quality permanent, contract and project-based compliance professionals who understand community expectations, enforcement frameworks and the realities of working in politically visible environments.
This is a high-risk, high-exposure area of council operations — and we recruit accordingly.

Dedicated compliance recruitment, led by specialists
Rebecca Cleary – Local Laws, Animal Management & Compliance
Rebecca is the primary contact for our Local Laws, Animal Management, Parking and Compliance roles.
Rebecca specialises in sourcing and placing council-based compliance professionals and understands the operational pressures faced by regulatory teams — from frontline community interactions to enforcement consistency, court processes and internal governance requirements.
She works closely with councils to ensure candidates are not only technically capable, but also suited to the behavioural, communication and community-facing demands of compliance roles.
Our Local Laws, Animal Management and Compliance sits within our Environemental Health division and Rebecca and Owen work very closely together.
Owen has worked in local council as an EHO for over 15 years himself, so fully understands what a good compliance officer looks like.
