Osborne Richardson are delighted to offer an exciting opportunity for an experienced Internal Auditor to join the team at the City of Moreton Bay in Northern Brisbane. You will initially link up for 3 months but it is expected that the role will continue onwards from there. This role will certainly sing to you if you also have a background in Project Management, including infrastructure and/or engineering.

In this role, you will be responsible for providing independent assurance on the effectiveness of internal controls, risk management, and governance processes across the organization. This role combines traditional audit responsibilities with strong project management capabilities to ensure timely delivery of audit engagements, especially those related to strategic initiatives and infrastructure projects.

Your duties will keep you firmly on your toes and make your days streak by. These will include:

Planning, executing, and reporting on internal audit engagements with a focus on project governance and delivery.
Assessing project management practices, including planning, execution, monitoring, and closure.
Evaluation of Council's compliance with internal policies, regulatory requirements, and contractual obligations.
Providing recommendations to improve project controls, risk mitigation, and value for money.
Collaboration with project teams, PMOs, and senior stakeholders to ensure audit findings are actionable.
Monitoring the implementation of audit recommendations and report progress to management.
Supporting the development of the annual audit plan with a focus on high-risk projects and programs.

Tertiary qualifications in Engineering, Business, Project Management, or a related field.
Professional certifications such as CIA, CPA, PMP, or PRINCE2.
Proven experience in internal audit and project management within complex environments.
Strong understanding of project management methodologies (e.g. PMBOK, Agile, PRINCE2).
Excellent analytical, communication, and stakeholder engagement skills.
Ability to manage multiple audit engagements and deliver results within deadlines.

Recent growth has led to the need to engage a Procurement Coordinator, in line with the Council's One Team One Council approach toward collectively ensuring the council are receiving value for money across their entire procurement function.

Your strong communication ability will be utilised extensively in your relationship building, both within Council, and throughout the business community across the shire.

This is an outstanding opportunity to shape the procurement function based upon best practice, innovation and efficiency while maintaining a cornerstone of integrity at all times.

The primary responsibilities of this role will include:

Develop and review procurement policies and procedures to ensure compliance with Local Government Legislation and Statutory requirements.
Establish and rationalize key supplier agreements, identify new opportunities and implement improved processes to drive efficiencies.
Continuously improve the organisation’s procurement processes.
Minimise total costs to the organisation and maximize value add outcomes
Provide leadership and expert advice for procurement and contract management processes, including the development and communication of robust guidelines, procedures, templates, and innovations.
Assist with, and participate as necessary, in the preparation, issuing and evaluation of tenders, quotes and expressions of interest for goods and services including contract negotiation with respondents to ensure best value for expenditure.
As appropriate, develop, implement and review probity plans for the management and evaluation of submissions from suppliers.
Promote the coordination of Council's total spend and encourage cooperation between stakeholders to adopt consistent procurement behaviour and strategies.
Ensure procurement strategies are appropriate for the risk and opportunity in spend categories, including developing and maintaining close working relationships with strategic supply markets.
Drive procurement capability standards across the organisation, including ongoing training and skills sharing to enhance the capability of officers working within the procurement process.
Compile tenders and contracts documentation for high value / high risk projects.
Review Council's procurement spends, establish and implement procurement spend categories and identify opportunities to create value.
Develop, maintain and review Council’s contract management to ensure alignment with best practice service level standards for tendered operations.
Undertake a liaison with role with Council suppliers, particularly local businesses, to promote cost effective procurement opportunities.
Establish appropriate audit functions to continually review procurement activities to monitor and manager risk, legislative compliance and regularly report to Management.
Undertake a supervisory role of Council’s Contract Register ensuring all audit and statutory requirement are met.
Maintain a standard contract management framework and methodology and oversee deployment and implementation across the organisation.
Investigate, assess, and recommend methods for tracking/improving compliance with agreed procurement and contract management policies, procedures and frameworks.
Coordinate the maintenance of, and compliance with, approved supplier panels and annual supply arrangements.

To be successful in attaining this role, you will require:

Demonstrated experience in a senior procurement role preferably within the public sector.
A formal qualification in a related discipline would be highly regarded
A strong working knowledge of local buy, vendor panel and contract law in relation to procurement
Excellent experience in the preparation of contracts, tenders & evaluation processes.
In depth understanding of Local Government Act 2009 in relation to procurement and probity
Excellent reporting and analytical ability
Experience using applications such as Technology One
Excellent communication and engagement skills

Shifting populations into the area bringing new opportunities which has given rise to the need for a Development Engineer to join their Infrastructure, Planning and Environmental Services team.

This position will suit an individual with a wide skillset, as not only will you be managing the assessment process, you will also be extensively involved with the wider engineering team, reviewing procedures and undertaking compliance and continuous improvements.

The primary responsibilities will include:

Assessing all Development Applications (Material Change of Use, Reconfiguration, Operational works) proposals to ensure alignment with planning scheme provisions, engineering standards, and statutory requirements.
Draft required documentation including clear, practical, and enforceable development conditions that support compliance, align with Council's policies and infrastructure integrity.
Provide expert technical advice on development engineering and compliance matters to internal teams and external stakeholders.
Review and process infrastructure related project approvals.
Assist in the design and review of civil infrastructure where required to support development outcomes.
Engage and liaise effectively with developers, consultants, and internal departments to streamline assessment and approval processes.
Assess all new Class 1, 2, 3 and 4 building works containing habitable rooms against Council flood mapping data to ensure the floor height of habitable rooms in areas with defined and non-defined flood levels are in accordance with the requirements of Councils Floor Heights for Buildings with Habitable Rooms Policy; and
Issue the 1% AEP Flood Certificate to the applicant.

You will require:

A formal, recognized qualification in Civil Engineering or a related discipline
RPEQ registration preferred but not essential
Experience working in a public sector environment or a consultancy with exposure to public sector as clients
Demonstrable experience in assessment of development applications, compliance and engineering approvals
Ability to interpret planning schemes, engineering standards and related legislation
Strong experience in drafting conditions for approvals
Excellent report writing, IT and communication skills.

This contract will run until the end of March 2026. but could potentially extend beyond that.

The Lead Fire Prevention Officer is responsible for delivering Council’s statutory fire prevention obligations under the Country Fire Authority Act 1958 and the Fire Rescue Victoria Act 1958, including the appointment and duties of the Municipal Fire Prevention Officer.

This role is critical to ensuring community safety and preparedness during the fire season and contributes to Council’s broader emergency management responsibilities under the Emergency Management Act 2013.

Key Responsibilities:

Inspections & Compliance: Lead Council’s annual fire hazard inspection program, ensuring private land complies with fire prevention regulations. Issue Fire Prevention Notices and manage enforcement processes.
Community Engagement: Respond to public enquiries and complaints, educate residents on fire safety obligations, and promote voluntary compliance.
Fire Management Planning: Support the review and implementation of the Municipal Fire Management Plan and Victorian Fire Risk Register. Chair relevant sub-committees and contribute to strategic planning.
Administration and Information Management: Maintain accurate records and comprehensive databases of fire hazards, inspection outcomes, and compliance actions.
Emergency Management Support: Collaborate with the Municipal Emergency Management Officer (MEMO) and Municipal Recovery Manager (MRM) to support Council’s emergency preparedness and response.

Key Selection Criteria:

Relevant tertiary qualifications in Emergency Management, Planning, or a related discipline.
Strong understanding of the Emergency Management Act 2013, CFA Act 1958, and associated regulations.
Experience in local government emergency management and community education.
Strategic thinking, problem-solving, and sound judgement.
Excellent written and verbal communication skills.

Compliance Requirements:

Current and ongoing Working with Children Check.
Current and ongoing Police Check.
Valid and ongoing Victorian Driver’s Licence.
